Advisory Notice: TSI & DP World Gate Hours & Appointment Windows Effective July 1, 2014
On June 24th 2014, TSI (Deltaport, Vanterm) and DP World (Centerm) jointly announced their Action Plan for handling truck traffic at their terminals beginning July 1, 2014.
The Action Plan includes changes to the time window for making and cancelling reservations and proposes reductions to the present time window for the pickup / delivery of each valid reservation. The Action Plan also includes the implementation of a $50 reservation fee for all reservations, except evening reservations which are fulfilled, in which case the $50 fee will be credited / refunded.
The Action Plan is stated to be necessary in order to enable the terminal operators to fulfil the requirements of Point 11 of the 15 Point agreement concluded by the Federal Government of Canada, the Provincial
Government of British Columbia and Port Metro Vancouver with the United Truckers Association and Unifor (without drayage carrier or terminal operator input) to end the 28 day work disruption at Port Metro Vancouver.
With the adoption of the above changes by the terminal operators we regrettably must advise you that drayage rates and services rendered by Harbour Link on or after July 1, 2014 specifically exclude the following assessments as may be imposed by the marine terminal operators as a condition of performing port related services to the drayage sector:
- The reservation fee premium imposed by TSI (Deltaport, Vanterm) and DP World (Centerm) for the pickup or delivery of containers.
- The reservation fee premium imposed by TSI (Deltaport, Vanterm) and DP World (Centerm) resulting from cancelled and missed reservation windows due to reasons beyond the control of Harbour Link.
- Container storage and demurrage fees imposed by shipping lines and/or the terminal operators arising from the inability to secure reservations within the free time period due to reasons beyond the control of Harbour Link
Other operational changes by TSI and DP World to the existing operating protocols are expected to be implemented at a later time. We will provide a further update as information about these operational changes becomes available.
